Abstract: The objectives of this effort are to: Identify current guidelines, policies, practices, and procedures regarding the management, operation, and content of messages displayed on CMSs; Summarize existing analytical and empirical support for the identified guidelines, policies, practices, and procedures; For cases where there is good empirical support for the guidelines, policies, practices, and procedures, make recommendations that may lead to the development of standards; In cases where good empirical support does not exist, make prioritized recommendations for further research to fill gaps in the body of knowledge; and Produce a document that provides technical guidance and identifies recommended practices for practitioners to use in managing, operating, and displaying messages on CMSs.
